Clackamas County Soil and Water Conservation District

PROCESS: In 2008 SERA Architects and Cogan Owens Cogan assisted the Clackamas County Soil and Water Conservation District (CCSWCD) to develop a master plan and define its vision, mission, values, program structure, organizational design and management system following a successful vote to establish a local tax base for the district. This work provided the opportunity to address a wide range of sustainable, economic, environmental, and community resources issues to help ensure a thriving rural economy and its connections to the urban areas of Clackamas County and the region. The plan is serving as a guide for conservation districts throughout Oregon and the region.”

OUTCOMES: Foundational to the master plan is the web of Civic Ecology resource flows conceived to link urban and rural portions of the community. The flows serve as an aspirational regional “software” structure of energy, water, waste, food, resources and local economy systems to be implemented as well as an evaluation filter for CCSWCD to apply when deciding which projects and initiatives to fund.
